ARTICLE I

NAME

The name of this Chapter shall be Beta Rho Chapter, Michigan State Organization, The Delta Kappa Gamma Society International.

ARTICLE II

PURPOSES

The purposes of Beta Rho Chapter shall be the Seven Purposes of The Delta Kappa Gamma Society International and those of Michigan State Organization.

ARTICLE III

MEMBERSHIP

Section 1

The membership is in accordance with the Constitution, Article III, and the International Standing Rules, Section 3. The Chapter has full authority for the administration of membership.

Section 2

Membership is composed of active, reserve, collegiate and honorary members.

Section 3

Recommendations for membership shall be accepted at each regular Chapter meeting.

The Membership Committee shall invite candidates to an orientation. Induction shall follow.

Section 4

Membership records are kept at the Chapter level. The Recording Secretary shall record in the Chapter or executive board meeting minutes the names of members whose membership has been terminated and the reason for the termination.

ARTICLE IV

FINANCES

Section 1

Financial matters are in accordance with the Constitution, International Standing Rules, and Michigan State Organization Bylaws.

Section 2

The Finance Committee shall make recommendation for changes in the dues, and these changes shall be approved by the membership. The Finance Committee shall submit a budget to the membership no later than the September meeting, to be voted on by a majority of the membership present at the October meeting.

Section 3

There shall be an annual audit by September 30th of the Chapter’s finances.

Section 4

The Chapter President shall receive $200 for her expenses for the year. In the case of Co-Presidents the amount shall be split. The first two people attending their first State or International Society meeting may receive up to $100 for expenses associated with that attendance upon the request of the member.

Section 5

The President’s dues may be paid by the Chapter upon the request of the president. In the case of Co-Presidents the amount shall be split.

ARTICLE V

ORGANIZATION

Beta Rho Chapter shall govern the conduct of its business in a manner consistent with the Constitution, International Standing Rules, Michigan State Bylaws, and Michigan State Standing Rules. The Beta Rho Chapter maintains membership in the Cascade Coordinating Council.

ARTICLE VI

OFFICERS AND RELATED PERSONNEL

Section 1
Officers

The Chapter officers shall be a President, First Vice-President, Second Vice-President, Corresponding Secretary, Recording Secretary, and Treasurer. The Treasurer is appointed by the Executive Board. All other officers are elected by the membership in the even numbered years for a two-year term of office. Officers begin their term July 1st following their election.

Section 2
Duties

The President shall:

  1. act as presiding officer at regular and special meetings and direct the activities of the Chapter.
  2. act as chairperson of the Chapter Executive Board.
  3. appoint a Parliamentarian and Historian from the membership.
  4. appoint standing and special committees.
  5. approve payment of all expense items.
  6. approve publications.
  7. fill by appointment all vacancies in office.
  8. serve as a member of the Michigan State Executive or appoint a designee in her absence.
  9. represent the Chapter at other meetings and events.
  10. act with the advice and approval of the Executive Board, on all matters which cannot be deferred until the next meeting
  11. assure that all reports and other obligations to International Headquarters and Michigan State Organization are submitted properly and on time.
  12. serve as coordinator of Society business.
  13. provide an article for the monthly newsletter. This may include communication from state and international levels.
  14. perform any other duties the Chapter assigns.
  15. be a member of the Standing Rules Committee.

The First Vice-President shall:

  1. act in the place of the President when the need arises and perform other duties assigned to her by the President and/or the Executive Board.
  2. assume the office of President in the event of the death or resignation of the President and serve until the next regular election.
  3. be responsible for the Chapter yearbook.
  4. serve as a  member of the Standing Rules Committee.

The Second Vice-President shall:

  1. act in the place of the President in the absence of both President and First Vice-President and assume the office of First Vice-President should that office become vacant, and serve until the next regular election.
  2. serve as Membership Chairperson.
  3. be a member of the Standing Rules Committee.

The Recording Secretary shall:

  1. complete and file the minutes of each meeting, receive and maintain records of membership, file a summary of the Treasurer’s report.
  2. be responsible for recording and updating Chapter Standing Rules as policies are changed during business meetings.
  3. maintain a roster of Chapter meeting attendance
  4. serve as a member of the Standing Rules Committee.

The Corresponding Secretary shall:

  1. handle the correspondence as delegated by the President.
  2. compile, publish, and disseminate the monthly newsletter.
  3. submit Chapter information to the editor of the Wolverine.
  4. serve as a member of the Standing Rules Committee.

The Treasurer shall:

  1. receive and pay out all monies.
  2. keep an accurate account of receipts and expenditures.
  3. keep a file of receipts, bills, check register, and bank statements.
  4. present an oral/written report at each Chapter meeting.
  5. file required tax report.
  6. submit the accounts for an annual audit.
  7. serve as chairperson of the Finance Committee.
  8. maintain accurate membership records.
  9. order the President’s pin.
  10. serve as a member of the Standing Rules Committee.

The Parliamentarian shall:

  1. advise the officers and members in matters pertaining to interpretation of the Constitution, Bylaws, and parliamentary procedures.
  2. be appointed by the President.
  3. serve as an ex officio member, without vote, on the Executive Board.
  4. be a member of the Standing Rules Committee.

The Historian shall:

  1. be responsible for gathering and maintaining the Chapter’s history
  2. be appointed by the President.
Section 3
Nominations and Elections

The Nominations Committee is comprised of up to four immediate available past presidents of the Chapter plus one member-at-large and is responsible for making nominations for officers. The Nominating Committee shall present a slate of officers at the February meeting. An election shall be held in March. A majority of the votes cast elects the new officers. When there is only one nominee for each office, the election may be a voice vote. The most recent available past president will convene this committee.

Section 4
Vacancies

Secession of elected officers is consistent with the Constitution. Otherwise, the Chapter President appoints a replacement.

ARTICLE VII

MEETINGS

A minimum of four business meetings per year is required. Beta Rho shall hold meetings the fourth Thursday of each month in order to carry out the programs of the Chapter and the Society. The Chapter’s birthday will be celebrated in May or June of each year. The number of meetings and the dates of specific meetings will be set at the summer planning meeting.

ARTICLE VIII

EXECUTIVE BOARD

Section 1

The Executive Board shall be comprised of the elected officers and the immediate past president. The Parliamentarian is a member without vote and the Treasurer is a member with a vote.

Section 2

The Executive Board must meet at least twice annually, and more often at the call of the President. A quorum shall be a majority of the voting members present.

Section 3

The duties of the Executive Board are consistent with the Constitution. The Executive Board acts in matters requiring immediate action and decisions, recommends policies and procedures for consideration by the members, and establishes rules for budget development and approval and for the supervision of Chapter finances.

ARTICLE IX

STANDING COMMITTEES

Section 1
Society Business

The Finance Committee shall:

  1. develop the budget and present it to the Chapter for approval.
  2. supervise all financial matters of the Chapter.

The Membership Committee shall:

  1. maintain membership records in conjunction with the Recording Secretary and Treasurer.
  2. actively recruit new members.
  3. send invitations to prospective members, conduct the orientation meeting, and invite prospective members to a Chapter meeting.
  4. be responsible for the induction ceremony.

The Nominations Committee shall:

  1. solicit recommendations for officers from the membership.
  2. prepare a slate of officers and present it to the membership.
  3. conduct an election of officers in even numbered years.

The Leadership Development Committee shall:

  1. inform members of upcoming workshops, seminars, and meetings being conducted by the State or International
  2. act as a liaison for the Leadership Development Committee at the state level.

The Standing Rules Committee shall:

  1. be comprised of the Executive Board and any members wishing to participate. 
  2. shall make recommendations to the general membership for changes in the Chapter’s Standing Rules.
Section 2
Program of Work

The Program Committee shall:

  1. be made up of all Chapter members.
  2. plan stimulating programs for Chapter meetings that focus on the Seven Purposes.

The Personal Growth and Services Committee shall:

  1. encourage community service through Chapter service projects.
  2. submit the name of the Chapter Woman of Distinction and, possibly, submit nominations for State Women of Distinction.

The Music Committee shall:

  1. include music as a part of all Chapter meetings when appropriate.
  2. use music to emphasize program themes.
  3. co-chair the birthday celebration with the Scholarship Committee.

The Legislative/US Forum Committee shall:

  1. be responsible for a meeting in an election year when appropriate
  2. keep members informed of relevant bills and pending issues.
  3. encourage members to engage in legislative activities to advance educational issues.
Section 3
Educational Services

The Communications Committee shall:

  1. consist of the Corresponding Secretary, Web Mistress, and others appointed by the President.
  2. be responsible for print and electronic communication to and among Chapter members and to the community to inform them about DKG.
  3. compile, publish, and disseminate a newsletter
  4. send notices, as deemed necessary, to the membership.
  5. send greeting cards to members.
  6. maintain the Chapter website
  7. fulfill public relations duties

The Scholarship Committee shall:

  1. be responsible for advertising for and awarding the Chapter scholarship to a qualified applicant
  2. keep members aware of available International and Michigan State scholarships and grants and for encouraging members to apply.
  3. maintain records of all forms regarding scholarships.
  4. co-chair the birthday celebration with the Music Committee.
  5. conduct fundraiser(s) as needed for scholarship

The World Fellowships Committee shall:

  1. support and promote the work of the International World Fellowships Committee.
  2. request donations for auction items for State auctions with the purpose to support World Fellowships.

ARTICLE X

ACTIVITIES

Section 1

The Beta Rhovings is published as needed. All members are encouraged to contribute to this publication, as well as to the State and the International publications. The Chapter President approves all publications.

Section 2

Special funds and/or awards may be created by the Executive Board and approved by the Chapter membership.

ARTICLE XI

DISSOLUTION

Before the Chapter may be dissolved, the approval of the Michigan State Organization must be obtained. Careful consideration shall be given to the manner in which those desiring to maintain membership transfer to other Chapters. Any remaining funds in the Chapter account and the
Chapter's charter shall be sent to the Michigan State Organization to be forwarded to International Headquarters. The Chapter's paraphernalia, the Society publications, and the Chapter records shall be retained in the Michigan State Organization archives and made available for use.

ARTICLE XII

PARLIAMENTARY AUTHORITY

Robert's Rules of Order, newly revised, current edition, shall govern the proceedings of the Chapter in all cases not provided for in the Constitution, Michigan State Bylaws and Standing Rules.

ARTICLE XIII

AMENDMENTS

The Executive Board shall review the Standing Rules at least once during the biennium. Amendments to the standing rules may be made at a regular chapter meeting by a majority of those members present. Members shall be given a one-month notice regarding a vote to amend the Standing Rules.
